How did this come to our attention?

Redistricting For Democracy is a project to continue the P.E.A.C.E. lawsuit against the Government of Belize at the local court level and Caribbean Court of Justice (if needs be) for the gross malapportionment of votes in the different constituencies (electoral divisions) of Belize. This malapportionment makes votes unequal as each electoral division produces a representative in our House Of Representatives and each representative has a say in passing new laws in our Constitution. If fewer voters in some electoral divisions are required to vote in a representative than are required in other electoral divisions, that means that our votes are not equal and that each voter is not equally represented in the House of Representatives through their respective representatives. Hence, Belize is not democratic. This state of affairs has conveniently gone unchecked throughout many tenures of different government administrations in Belize. Section 90, Article 1 of the Belizean Constitution clearly states that each electoral division shall have, as nearly as may be, an equal number of persons eligible to vote; and, this is far from the case in Belize. As a matter of fact, there was a Re-Registration of voters done in 2018 yet there was no Redistricting carried out, when there would have been no more opportune time to do so. P.E.A.C.E.’s lawsuit is aiming for the courts to rule that Redistricting must take place before the next general elections which are scheduled for November 11, 2020. If such a ruling comes to pass, new boundaries will be drawn up to equalize as much as possible the massive voter population differences that currently exist amongst electoral divisions in Belize and in so doing we will make Belize democratic in reality. Redistricting with modern technology is a relatively fast process now so elections would not be put off for more than 3 months.

To what degree does the malapportionment of votes in the electoral divisions go?

– Up to 500% difference in voter totals in the worst case of malapportionment, which exists between the Fort George and Stann Creek West electoral divisions.

So, what’s the big deal with Redistricting?

– Redistricting makes every voter’s vote in the country as equal as possible. As it is now, a person’s vote from a highly malapportioned electoral division like Fort George, has 5 times more weight to elect a representative than a voter in an oppositely but equally malapportioned electoral division like Stann Creek West. This means by extension that the voters from the Fort George division will have a representative in the House that was chosen with 5 times less the voter base than the representative from Stann Creek West, while both representatives enjoy the exact same privileges, power and voice in the House of Representatives. If Redistricting is not carried out, then there is no democracy in Belize as democracy is cornerstoned on the tenet of the equality of votes.
